This position is located in the Department of General Services (DGS) Budget Development and Implementation (BDI) division. The BDI division reports to the Chief Administrative Officer (CAO) within the Office of the Director and manages budget development and implementation for the agency, while working with the various divisions across DGS to achieve programmatic goals.

The Capital Management and Program Analysis Officer will directly oversee the development and implementation of the capital budget program that DGS manages. This position will work with Executive Program Managers (EPMs) and Program Managers (PMs) to understand programmatic and project needs, and help budget for these needs and allocate resources during execution.

Duties and Responsibilities

The purpose of this position is to serve as a senior analyst, project manager and key advisor to the BDI Associate Director. The incumbent is responsible for evaluating, analyzing, and improving the District’s multi-billion-dollar capital program to ensure programmatic goals are being met and resources are sufficient. This position will also be responsible for planning, managing and supervising the efficiency of the day-to-day operations of the Capital Construction Office, which oversees an annual budget of $5M. The incumbent also serves as a planning liaison with the Office of the Chief Financial Officer (OCFO), the Protective Services Division (PSD), Facilities Management Division (FMD) and the Sustainability and Energy (S&E) team in order to ensure operating impacts of capital are being planned and accounted for as new facilities come online and offline.

Works with EPMs and PMs to develop and manage project plans, and timetables. Leads project meetings and supervises, directs, and/ or oversees the work of staff typically involved in providing technical assistance and support to EPMs and PMs managing capital projects. Monitors and ensures adherence to project schedules. Establishes relationships with client agencies and serves as a liaison between them and the CCD division. Helps to oversee and manage the Project Management system that the construction team uses, ProjectTeam.

Qualifications and Education

Specialized experience is experience which is directly related to the position which has equipped the individual with the knowledge, skills, and abilities to successfully perform the duties of the position. To be creditable, the incumbent must possess at least one (1) year of specialized experience equivalent to the next lower grade level in the normal line of progression.

Duration of Appointment: This position is At Will. At will employment applies to the Management Supervisory Service (MSS). All positions and appointments in the MSS serve at the pleasure of the appointing authority and may be terminated at any time with or without cause.

Collective Bargaining Unit: This position is not covered by a Collective Bargaining Unit.

Residency Requirement: If the position you are applying for is in the Career, Management Supervisory, or Educational Service at an annual salary of one hundred fifty thousand dollars ($150,000) or more, you must establish residency in the District of Columbia within one hundred eighty (180) days of the effective date of the appointment and continue to maintain residency within the District of Columbia throughout the duration of the appointment.
